Judicial Proceedings Panel

At the meeting, the Panel continued its review of the disposition of sexual assault crimes in the military judicial system, receiving testimony from federal and state prosecutors who compared punishments for sexual assault crimes in military and civilian courts. The Panel next heard from representatives from the DoD Sexual Assault and Prevention Office, the DoD Family Advocacy Program Office, and the Military Services' Judge Advocate General Corps about how DoD and the Services manage military justice data for sexual assault cases. In the afternoon, the Panel concluded its deliberation on issues relating to restitution and compensation for sexual assault victims and continued its deliberation on retaliation against individuals who report incidents of sexual assault within the military. The meeting concluded with public comment.

The JPP held this meeting as part of its congressionally mandated mission to conduct an independent review and assessment of judicial proceedings conducted under the UCMJ involving adult sexual assault and related offenses for the purpose of developing recommendations to improve such proceedings. At its next session on November 6, 2015, the Panel will continue its review of issues related to retaliation against victims of sexual assault crimes and victim restitution and compensation in addition to receiving briefings related to crime data collection. The JPP will continue its work through September 2017 and will provide reports and assessments to the Secretary of Defense and Congress.
