The Seventh Public Meeting of the Judicial Proceedings Panel on Sexual Assault in the Military was held on January 30, 2015 in Arlington, VA.

Arlington, VA (One Liberty Center, 875 N. Randolph Street) - A public meeting of the Judicial Proceedings Panel on Sexual Assault in the Military was held on Friday, January 30, 2015 from 9:00 a.m. until 3:00pm in Arlington, VA.  The meeting took place at One Liberty Center, 875 N. Randolph Street, Suite 150 - 1st Floor, Arlington, VA  22203.  The Panel Members attended via teleconference.

The Judicial Proceedings Panel was established by the Secretary of Defense in June 2014 in accordance with section 576(a)(2) of the National Defense Authorization Act for Fiscal Year 2013. The Judicial Proceedings Panel is an independent federal advisory committee tasked with conducting an independent review and assessment of military judicial proceedings for sexual assault offenses since Fiscal Year 2012, for the purpose of developing recommendations to Congress and the Secretary of Defense for improvements to such proceedings.

This was the second meeting devoted to deliberations on findings and recommendations for the Panel’s initial report to be issued in February. The Panel deliberated on the implementation of reforms to Article 120 of the Uniform Code of Military Justice, the military statute concerning sex-related offenses, which was substantially revised by Congress in 2012. The Panel also evaluated issues related to victim privacy and Military Rules of Evidence 513 and 412 concerning mental health records and prior sexual history of victims respectively. Further, the members deliberated on what case-related information is provided to victims and how victims enforce their rights in military criminal proceedings. The final topic for deliberation by the Panel during the meeting was the implementation of the military special victims’ counsel programs by the Services as directed by Congress in the FY2014 National Defense Authorization Act.
