The Eighth Public Meeting of the Judicial Proceedings Panel on Sexual Assault in the Military was held on March 13, 2015 in Washington, DC.



Arlington, VA - The eighth public meeting of the Judicial Proceedings Panel (“JPP”) was held on Friday, March 13, 2015, at the U.S. District Court for the District of Columbia, in Washington, D.C.

The meeting addressed compensation and restitution for sexual assault victims in the military. In the 2014 National Defense Authorization Act, Congress tasked the JPP to assess the adequacy of provisions for compensation and restitution for victims of offenses under the Uniform Code of Military Justice.

During its day-long meeting, the JPP heard from Department of Defense experts, Service practitioners, victim advocacy organizations, civilian legal scholars, and directors from several state victim compensation programs. The Panel reviewed the history, purpose, and procedural mechanisms for providing restitution and compensation to victims of crime in the military and in civilian jurisdictions. Presenters provided the JPP with perspectives on options for expanding such provisions in the military and potential benefits and consequences.

The JPP held this meeting as part of its congressionally mandated mission to conduct an independent review and assessment of judicial proceedings conducted under the UCMJ involving adult sexual assault and related offenses for the purpose of developing recommendations to improve such proceedings. The Panel’s next session is scheduled for April 10, 2015. The April meeting will focus on prevention and response to issues of retaliation against victims of sexual assault crimes. The JPP will continue its work through September 2017 and will provide reports and assessments to the Secretary of Defense and Congress.
