The Twentieth Public Meeting of the Judicial Proceedings Panel on Sexual Assault in the Military was held on April 8, 2016 in Arlington, VA.

Arlington, VA - The twentieth public meeting of the Judicial Proceedings Panel (“JPP” or “the Panel”) was held on Friday, April 8, 2016, from 9:00 a.m. to 4:30 p.m. at The Holiday Inn Arlington at Ballston, 4610 N. Fairfax Drive, Arlington, Virginia 22203.

The Judicial Proceedings Panel was established by the Secretary of Defense in June 2014 in accordance with section 576(a)(2) of the National Defense Authorization Act for Fiscal Year 2013. The Judicial Proceedings Panel is an independent federal advisory committee tasked to conduct an independent review and assessment of military judicial proceedings for sexual assault offenses since Fiscal Year 2012, for the purpose of developing recommendations to Congress and the Secretary of Defense for improvements to such proceedings.

During the morning sessions of the meeting, the Panel continued deliberations on military justice case data for sexual assault offenses for fiscal years 2012-2014, heard a staff briefing about sexual assault legislative provisions and a recent special victims' counsel training course, and received updates on the special victims' counsel programs from each Service's program manager.  In the afternoon, the Panel assessed trends in the development, utilization, and effectiveness of the special victim capabilities required by section 573 of the Fiscal Year 2013 National Defense Authorization Act.  There was no public comment provided.
