Judicial Proceedings Panel

The Twenty-third Public Meeting of the Judicial Proceedings Panel on Sexual Assault in the Military was held on October 14, 2016 in Arlington, VA.

Arlington, VA - The Judicial Proceedings Panel ("JPP" or "the Panel") was held on Friday, October 14, 2016 at the Executive Conference Center, 14th floor, One Liberty Center, 875 North Randolph Street, Arlington, Virginia 22203.  The afternoon session, originally scheduled to take place from 1:00 p.m. to 4:30 p.m., was canceled.  The purpose of this session was to receive testimony from JPP Subcommittee members about their recent visits to military installations in Virginia, North Carolina, Colorado, California, Maryland, Korea, and Japan. These presentations will be re-scheduled for a future JPP public meeting.  The Panel heard testimony from civilian legal experts and advocates for victims’ legal rights on criminal appellate practice and victim involvement at the appellate stage.  The presenters included:

- Mr. Don Christensen, President, Protect Our Defenders
- Mr. Ryan Guilds, Counsel, Arnold & Porter LLP
- Mr. Jason Middleton, Supervising Deputy State Public Defender, Appellate Division, Colorado State Public Defender
- Ms. Ann Vallandingham, Senior Policy Advisor to the Director, Office for Victims of Crime, U.S. Department of Justice
- Mr. Chris Johnson, Chief Appellate Defender for the state of New Hampshire (via telephone)

The October 14, 2016 meeting adjourned at 12:00 p.m.
