The Twenty-fourth Public Meeting of the Judicial Proceedings Panel on Sexual Assault in the Military was held on November 18, 2016 in Arlington, VA.

Arlington, VA -The twenty-fourth public meeting of the Judicial Proceedings Panel (“JPP” or “the Panel”) was held on Friday, November 18, 2016 from 9:00 a.m. to 3:45 p.m. at the Executive Conference Center, 14th floor, One Liberty Center, 875 N. Randolph Street, Arlington, Virginia 22203.

The Judicial Proceedings Panel is an independent federal advisory committee established by the Secretary of Defense in June 2014 in accordance with section 576(a)(2) of the National Defense Authorization Act for Fiscal Year 2013. The Judicial Proceedings Panel is tasked to conduct an independent review and assessment of military judicial proceedings for adult sexual assault offenses since Fiscal Year 2012, for the purpose of developing recommendations to Congress and the Secretary of Defense for improvements to such proceedings. 

During the morning session, the Panel received a presentation on recent and pending updates to the Manual for Courts-Martial from Colonel William N. Pigott, United States Marine Corps, who serves as the Chair of the Department of Defense Joint Service Committee on Military Justice.

Following the presentation, the Panel deliberated on victims’ appellate rights. After the deliberations, the Panel held a planning session to determine the schedule for the third and final year of the JPP’s statutory term.
